During this year 1,115 cases have been vaccinated, showing a decrease of 496 on the
previous year. Of males 582, and females 533, were vaccinated. Of these 155 cases were
considered unsuccessful and 88 doubtful.
I took charge of the Civil Hospital in the month of April, and found that the vaccinator
was in the habit of vaccinating in the city, and only brought children to me occasionally to
show the quality of lymph and vesicles : I told him it was necessary I should see, if not
all the cases vaccinated, yet a large proportion of them, and as he failed in this, I desired that
vaccination should take place at the Civil Hospital. This was done daily in the month of
July, and the returns at once fell nearly one-half. Finding daily vaccination unsatisfactory,.
I finally succeeded in establishing it twice a week, viz. On Mondays and Thursdays, at the
Civil Hospital, under my personal inspection. I have no doubt that the decrease in the yearly
total is due to my personal superintendence rendering it almost impossible for a false return
to be made.

Vaccination has been steadily carried on by the assistant vaccinator under my superintendence
during the past nine months, the total number vaccinated during the year shows a slight
increase as contrasted with the previous year, and the quality of the lymph and character
