It appears that there is an increase in the Southern Circle of three, and
in the Central Circle of one Municipal Vaccinator. I think all towns of
20,000 inhabitants should maintain a Vaccinator, and that he should vacci-
nate in all villages within a radius of three or four miles of the Municipal
town. Superintendents should endeavour to persuade Municipalities to
maintain their own Vaccinators, wherever it seems advisable that they
should do so.
