In comparing the two five-years' periods it is seen that in nearly all districts
there has been a gradual improvement. In the Central District there is a fall
in the second quinquennium, but the percentage in the previous one was very
high and during the last two years of the second the rate was affected by both
famine and plague. In the Presidency Circle, the rate is also much less for
the second quinquennium and this is no doubt due to the effects of plague. A
low birth-rate and a high death-rate in some parts have greatly affected the
figures for the year under report, and the last quinquennium is also affected by
the same abnormalities; comparisons drawn from the table this year are not,
therefore, of any great value, but the Gujarát District, which has not suffered
from the causes above mentioned, shows an improvement for the year and also a
progressive improvement in the three periods.
