Hyderabad is still backward in vaccination. The percentage of
children under one year successfully vaccinated in Karachi town
was 76.17 and in Hyderabad town 32.21.

Except in Ahmedabad and Karachi Cities the bye-laws regarding
Registration of Births and Deaths were not enforced in any of
the other places with the result that a large number of births
escaped registration and the number of children procurable for
vaccination was in consequence smaller than it should have been.
Such children provide a potential source of danger to the com-
munity, and it is for Local Bodies to realise this risk and see that
all the births which occur in their areas are registered and the
children vaccinated.

The following table shows the progress made in the protection
of infants, during the year under report, and the number of deaths
from small-pox during five years in those towns in which the Act
has been in force.

Prosecutions.—During the year 222 persons were prosecuted in
Karachi town for not getting their children vaccinated. Out of
these 78 got their children vaccinated, 7 left for their native
places, 64 were granted postponement certificates on account of
illness, 50 were fined, 8 were warned and discharged, 7 died,
3 could not be traced and 5 cases are still pending in the Court.
