18. In the first 3 named districts the vaccina-
tors had as it were virgin soil to work on, as in the
previous year vaccination was not general in these districts, and the success in Bas-
sim and Woon, as compared with other districts, is most marked, and must reflect
credit on the district officials for the support they gave the vaccinators.

19. When compared with the previous year,
there is an increase in the ratio of operations per-
formed on females, and in both years the proportion of males operated on exceeds
