Increased expenditure explained.

28. This statement shows the cost of the work-
ing of the department during the year. It amounts
to Rupees 14,881-14-0, as against Rupees 10,973-15-9 in its predecessor. The aver-
age cost per each successful case in 1872-73 being 7 annas, and in 1871-72, 6 annas.
The difference in excess in the year under report is accounted for thus :—(1) There
are more Superintendents on higher pay; (2) there are more vaccinators; (3)
many of them—when compared with the previous year—draw pay during the
recess; and (4) owing to small-pox being prevalent at the close of the season it
was, in some places, so difficult to get children to operate on that the vaccinators
work almost came to a stand still. To give an idea of the extent to which small-
pox at times rages in a village, I need only produce the following figures for one
visited:—
