Explanation on, offered.

33. I have already explained some of the dif-
ficulties to be encountered in re-vaccination which
would reduce the number of unsuccessful cases shown. They are really difficult
for the vaccinators to contend against, but with a view if possible to avoid failures,
I will issue instructions for next year's work in regard to the lymph to be used and
to vaccinators working in smaller areas, which I hope will have some effect on
keeping down the number of unsuccessful cases. Indeed, now that the recess has
come, I purpose drafting and submitting for the Resident's approval a new code of
rules for the department. The increase in the average cost of each person vac-
cinated is already explained. In other respects, when compared with the previous
year, the results are satisfactory.

34. As an account of my tour of inspection
has already appeared in my Sanitary Report, it is
needless to re-produce it here.

Summary of work examined, generally
satisfied with.

35. Sufficeth it to say that I was in camp
from the end of October till the middle of March,
and that during this time, exclusive of the work of the head-quarters, vaccinators
who are under the Civil Surgeons, which in some cases was looked into, I examined
the work of 24 vaccinators in 101 towns or villages, and was, on the whole, pleased
with the work examined; besides I had 1,089 children vaccinated.
