causing deaths to 8,326 people in 1873, and leaving it is impossible to say how
many marked by the disease who have not been operated on. Thus, the
number of individuals to be vaccinated is fewer than in the year 1872-73; and
this explanation is, I think, supported by the fact that 31 per cent. of those
vaccinated in the year under report were under 1 year of age, as against 17
per cent. of that age in the previous year, as the people do not like to have
their very young children operated on ; (2) there is more supervision exercis-
ed over the Vaccinators by the Superintendents, and they (the vaccinators)
have not so many opportunities of fudging as previously; and (3) my order di-
recting Vaccinators not to carry on operations in towns where there are Dispen-
saries has also to a minor extent tended to reduce the number of vaccinations
performed by the members of the department, but this should be made up for
by a corresponding increase of " dispensary vaccinations," which, however,
does not appear in this report.

Causes of increase in the number of
" unsuccessful" cases.

16. The increase in the number of unsuccess-
ful cases is attributable to the want of vitality in
the lymph first used, and to better supervision on the part of the Superin-
tendents : thus preventing false entries on the part of vaccinators, as is sup-
ported by the " unknown" being fewer than in the year 1872-73.

Results of the year.

18. If the results of the year, as compared
with those of the previous one, are compared dis-
trict by district, it will be found that the number of operations (successful only)
increased in two districts and decreased in four. Thus, in the Ellichpur and
Oomraotee districts they increased from 3,195 and 5,319 to 3,798 and to 6,764,
respectively, whilst in the Bassim district there was a decrease of 685. In
the Akolah district of 1,421. In the Woon district of 1,791, and in the Bul-
danah district of 1,953 in the number of successful cases.
