Report of the progress made with animal vaccination during the year.

At the commencement of the year Surgeon-Major W. G. King was still experi-
menting, in most of the districts, with lanoline-vaccine. In July the lanoline-
vaccine supply was suddenly stopped, and other methods of carrying on vaccina-
tion had to be re-started.

Orders were passed on Surgeon-Major W. G. King's final report on the 3rd
September 1891, when Government ruled that wherever possible, with a due re-
gard to economy, fresh animal lymph should be employed in all vaccine operations
for the future, and Dr. King's lanoline paste should be availed of only when the use
of stored lymph cannot be avoided. The use of humanized lymph was ordered to
be entirely discontinued.

On the 10th October, Government directed (Order No. 860, Public), that the
use of lanoline paste for vaccination purposes, made under the orders of Surgeon-
Major W. G. King, should immediately cease, and that the lymph derived from it be
disused as far as possible.

In Tanjore, Surgeon-Major H. A. F. Nailer employed glycerine as a preserva-
tive of calf lymph with considerable success.

Towards the end of the year animal lymph was being used in every district —
in some extensively—in others to a limited extent.

In August, at the request of the Sanitary Commissioner, I experimented with
two tubes of " vaccine pulp," received from Saigon. In this form of preserved
lymph the pulp taken from inoculated calves is mixed with one-third of its weight
of pure glycerine. The method of preserving "vaccinal pulp" at the Saigon
institute appears to be efficient and simple—vide my report embodied in G.O.,
dated 1st September 1891, No. 746, Public.

In December I submitted for the approval of the Sanitary Commissioner certain
directions and suggestions for the carrying on of animal vaccination in towns and
districts. These were issued, in the form of a circular, to all districts and munici-
pal authorities.
