The total number vaccinated shows an increase of 4,298 cases, but the
work shows a decrease in the following 19 municipalities, those marked with an
asterisk having shown a decline last year also:—* Cocanada (329), Cuddalore
(946), * Dindigul (46), Ellore (78), Madura (617), * Mannárgudi (50), * Mangalore
(338), * Nellore (384), Ongole (70), Palghat (285), * Palni (36), Tanjore (1,073),
Tellicherry (411), * Tinnevelly (38), Tirupati (77), Tuticorin (384), Vániyambádi
(82), Vizagapatam (55), Vizianagram (194).

The average cost per case is As. 4-10, being slightly less than in previous year.

13. As regards the working of G.O., No. 1502 M., dated 19th October 1894,
it is at present impossible to report fully,
as its provisions have been misunderstood
and the return incorrectly compiled by the
majority of the municipalities concerned.
This has necessitated the issue of detailed
instructions after all possible mistakes had
been noted and catalogued—a process which
naturally required several months to complete. The Chairmen of the following
municipalities have ignored the Government Order alluded to up to date notwith-
standing reminders:—Cuddalore, Cuddapah, Madura, Máyavaram, Palni and Telli-
cherry. On the other hand the municipalities noted in the margin have regularly
submitted returns.

The necessity for the Government Order is amply demonstrated by the large
numbers reported month after month as " referred to the Magistrate," while
in not a single instance has a case of punishment been recorded for non-compliance
with orders. Municipal Councillors appear hitherto to have considered that their
responsibilities as regards vaccination ended with a reference to the Magistrate
or a postponement on medical certificate.
