drawn to the matter, and the Government trusts that there will be an improvement
in the current year. There was, on the other hand, an increase in 26 towns, which
was most considerable in Trichinopoly (1,004). The proportion of infants success-
fully vaccinated to the registered births of the year rose from 77.5 to 78.3 per cent.
The average outturn of work by each vaccinator was 1,069 against 1,559 in local
fund areas, but owing to the closer supervision possible, the municipal returns are
probably more trustworthy and genuine. It exceeded 1,000 cases in thirty towns, as
in the previous year. It was highest in Madura (1,955) and Vizianagram (1,884).
The average cost of each successful case rose from As. 4-10 to As. 5 and compared
unfavourably with that in local fund areas, where it was only As. 3-2. It varied
from As. 11-9 in Tirupati to As. 1—10 in Cuddalore and Madura, and exceeded
As. 8 in Chidambaram, Ongole, Srívilliputtúr, Kumbakónam and Walajapet. The
councils of these five towns and of Tirupati should take early steps to reduce this
excessive cost. From the table showing the working of the system, prescribed in
G.O., No. 1502 M., dated 19th October 1894, for the better supervision of compulsory
vaccination, it appears that the number of children under one year successfully vacci-
nated according to the monthly returns was far in excess of the number returned as
successfully vaccinated out of the total births entered in the register and available for
vaccination. The difference was large in Madura (2,282), Calicut (1,737) and Trichi-
nopoly (1,042) and as the difference cannot be wholly attributed to cases of infants born
elsewhere and brought into the town in the first year of life, the Government considers
that the explanation for this should be sought for mainly in defective registration of
births—a subject which demands the special attention of the municipal councils con-
cerned. The total number of operations performed in the City of Madras was practically
the same as in 1895-96, the percentage of success being 99.2 in the case of primary, and
87.1 in the case of revaccinations against 99.7 and 89.8, respectively, in the previous
year. The cost of each successful case rose from As. 5-6 to As. 6. Infantile vacci-
nation was almost stationary, only 69 per cent. of the children born during the year being
successfully vaccinated. There is thus scope for much improvement, and the attention
of the Municipal Commissioners is drawn to this matter. The work done in the several
municipalities will, as usual, be more fully noticed in the reviews of their administra-
tion reports. With regard to the reported ratio of success in revaccinations in Munici-
palities, the Government has to repeat the remarks made in paragraph 6 above
respecting these operations in local fund areas.

8. Vaccination with animal lymph.—The total number of operations with animal
lymph was 1,241,843, or only 226 less than the total number of operations performed,
against 1,190,541 and 2,264, respectively, in the previous year. The following state-
ment shows the results of calf-to-arm vaccination, vaccination with animal lymph
preserved in glass tubes or plates, glycerine paste, and lanoline paste, compared with
the figures of the previous two years:—
