Mysore Government, an appreciable fall in the cost may be looked for in future.

10. The operations performed in municipalities showed an advance as com-
pared with the previous year by 9,069. Considered individually, there were
noteworthy increases in Madras (6,061), Cocanada (2,791), Berhampur (893) and
Ellore (472), and a marked decline by over 10 per cent. of the number of operations
for 1896-97 in fourteen towns.

The names of these towns and the
extent of decrease are shown in the
margin. In seventeen other towns also
there was a retrogression, but the mea-
sure of fall in them ranged between (8.7)
in Kurnool and (0.5) in Palni.

Cause for decline—

(1)  Paucity of cases available for vaccination ;

(2)  Smallness of births registered ;

(3)  Failure of lymph ;

(4)  Reduction in the minimum fixed for vaccinators;

(5)  Absence of vaccinators on leave;

(6)  Presence of famine in certain areas.

During the year under report the compulsory clauses of the District Munici-
palities Act in regard to vaccination were extended to the municipal towns of
Chingleput and Tiruvannámalai. Thus, at the end of the year, vaccination was
compulsory in all the municipalities in the Presidency.
