The fall in the percentage of success during the year under review is
accounted for in paragraph 13.

8.  The following districts show the largest increase in infantile vaccination
when compared with the previous year . Kurnool (10.9), Nellore (10.0), Cuddapah
(9.9), Bellary (9.6), Ganjám (8.5), Nilgiris (8.0) and Tinnevelly (6.4). The
increase is accounted for by (1) the introduction of compulsory vaccination, (2)
correct maintenance of unprotected lists, and (3) granting of rewards. The
districts showing decrease are Coimbatore (5.3), South Arcot (5.3) and Vizaga-
patam (1.8). The reasons for the decrease are (1) prevalence of plague, (2) careless
handling of lanoline paste by vaccinators who have not received sufficient training
and (3) unwillingness of people to get their children vaccinated.

9.  As regards municipalities, 33 towns secured a ratio of 75 per cent. and
upwards against 41 in the previous year. The towns showing the largest increase
are Cannanore (17.6), Coimbatore (16.6), Conjeeveram(16.0), Chidambaram (12.7),
Anantapur (10.7) and Coonoor (10.3).

11.   145,153 operations were performed in the municipalities during this year
against 133,701 cases in the previous year. The following towns show a marked
decrease: Bellary (1,325), Mangalore (439), Cuddalore (393), Salem (330) and
Adóni (319). The decrease is attributed to plague and to the diminished number
of cases available for vaccination.

The municipalities which showed an increase are Madras (8,675), Calicut
(1,354), Ellore (936), Madura (776), Ootacamund (716), Trichinopoly (569),
Cochin (440), Tellicherry (233), Cannanore (231) and Negapatam (213).

12.  During the year, compulsory vaccination has been introduced into several
more unions. There has been a satisfactory increase in the number of cases
vaccinated in some of the unions, in which compulsory vaccination has existed for a
year or more, but in others there has been little or no increase in the numbers
vaccinated. The term "compulsory" can, however, scarcely be legitimately
employed in some cases owing to the extreme leniency of the Magistracy.
Defective registration of births and careless maintenance of " unprotected lists "
are also frequent obstacles to the efficient working of this system. On the whole,
it would appear that compulsory vaccination, when enforced and combined with
efficient maintenance of registers, results in a satisfactory increase in the number of
cases vaccinated.
