Compared with the previous year, the total number of operations during the
year under review shows a satisfactory increase. The increase noticed may be
attributed to the following causes:—

(i) Better organization, and better supervision over the work of vaccinators
consequent on the introduction of the District Health Scheme in the Presidency.

(ii) The increase in the minimum prescribed for the vaccinators.

(iii) A large number of births and out-births which were detected by the
health staff as a result of the intensive inquiries conducted from door to door
during the vaccination off-season.

(iv) The growing popularity of vaccination and re-vaccination in rural areas
in consequence of the extensive propaganda work carried on by the health staff.

(v) Widespread prevalence of smallpox in certain districts partly owing
to past neglect of vaccination and partly to failure on the part of the village officers
in making prompt reports about the outbreaks.

was responsible for the immense improvement both in quality and quantity of
