clean, well defined and firm. The paste from Narsinghpur was a comparative
failure, only 28.40 per cent. of the operations proved successful.

Animal vaccination was well carried on in this district. No difficulty was
found in getting animals, though the people preferred leading buffalo-calves to
cow-calves. The Civil Surgeon states that, as far as he was able to inspect
the work of the vaccinators, he thinks they deserve credit for the successful
way in which they have introduced vaccination from the calf ; 2,607 children
were vaccinated with the lanoline paste, of which 2,146 were successful.

49.    Sambalpur.—A supply of lymph was kept all the year round ; but
fresh supplies of lanoline paste were received from time to time; also some few
young buffaloes were vaccinated, and the lymph carried on from them. From
the paste received from Pachmarhi, 2,747 children were vaccinated, of which
2,505 proved successful. The paste was very strong; the vesicles matured on
the seventh day; the areola was very large and prominent, and the cicatrix
clear, and well pitted.

As regards animal vaccination, the Civil Surgeon states that it is exceed-
ingly unpopular in this district; one buffalo calf, which he obtained with some
difficulty, and which was vaccinated by the late Sanitary Commissioner himself
when he was there, died, and the owner of course said that it died from being
vaccinated, and this had a very prejudicial effect in extending operations about
Sambalpur, and so the arm-to-arm vaccination, which though much more
troublesome to the people, was much preferred.

The Civil Surgeon was out in camp 29 days, and inspected 1,211 children,
of which 1,183 were found successful.

The vaccination staff, with the exception of one vaccinator, has been well
reported on.

50.    In the month of January 1893, Brigade-Surgeon-Lieutenant-Colonel
W. Center inspected, when on tour in the Saugor District, children vaccinated
with animal lymph, and the result of his inspection has already been submitted
