5. Of the total operations, 1,670,241 (1,449,023 in the Khalsa and 221,218
in the Feudatory States) were primary, and 233,126
(214,510 in the Khalsa and 18,616 in the Feudatory
States) were re-vaccinations. Compared with the figures of the previous
triennium, the former show an increase of 68,525, while there is a decrease of
7,924 in the latter.

Percentage of success.

6. The percentage of success in primary vaccinations in 1910-11 was
98.71 against 98.78 in 1908-09, and 99.15 in 1909-10.
The slight difference during the past year is owing to
the fact that secondary operations are now taken into account, under orders
conveyed in Government of India, Home Department, No. 175, dated the 29th
January 1909.

Hitherto it has been the practice to ignore repeated operations upon one
and the same person.

The slight variation in the percentage of success with primary vaccination
from district to district is almost entirely due to the secondary operations. In
the Nagpur and Chhattisgarh Divisions which return the highest percentage of
success, the secondary operations were few, while they were numerous in the
Berar Division, where the percentage of success is lowest.

The return of results from the Feudatory States cannot be relied upon, ten
out of the fifteen States give a cent per cent success in the primary operation.

As the manufacture of the vaccine lymph used in the States is not under
the close supervision which prevails in most of the Khalsa districts, where the
lymph is specially prepared at headquarters, it is probable that 86 44 per cent of
success returned by Sirguja represents the true proportion for all the Feudatories.

The results said to be obtained with re-vaccination are also exceedingly
unreliable, some Vaccinators take the slightest inflammatory local re-action as
evidence of a successful operation, no signs of which exist some months later, at
the time of the Assistant Superintendent's or Civil Surgeon's inspection.

Akola District gives 31.31 per cent of the re-vaccinations as successful, in
Yeotmal the figure is 44.17 per cent, whereas Mandla aspires to 97 85 per cent
and Drug to 97 27 per cent.

The total figures for the Khalsa for this operation are 72.92, and for the
Feudatories 89.59. An endeavour will be made to secure some uniformity and
accuracy in this matter Captain Fowler, I. M. S., advocates the operation being
performed on the outer surface of the left forearm, midway between the wrist
and elbow; out of 229 convicts operated upon by this method, the result in 186
was successful.

Persons successfully vacci-
nated per 1,000 of population

7. The number of persons successfully vaccinated per 1,000 of population,
which was 42.66 in 1907-08, rose to 43.84 in the follow-
ing year, but fell to 42 27 in 1909-10, due to the causes
mentioned in paragraph 3 In 1910-11 it rose to 45.08. The protection
afforded was, as usual, highest in Seoni (68.29 per 1,000). Next comes Chanda
with 58.08, the increase in the supervising staff and the greater attention paid
to vaccination has brought about a great improvement in this district; Mandla
shows a protection of 55.15 per 1,000, Narsinghpur 54.87 and Betul 54.46. In
the remaining districts the figure is less than 50 per 1,000. Plague greatly
interfered with the work in Berar and all the districts, except Buldana, return
a decreased protection figure. In Amraoti, it is 34.21 and Akola 34.33 per 1,000.
The staff in all the Berar Districts requires strengthening. The Central
Provinces figures compare favourably with those of other provinces in India, e. g.,
in the United Provinces the proportion is 27 45 (1909-10), and for India as a whole
it is 35.55 (1909-10).

Work done by Vaccinators.

8. The work of the Vaccinators was on the whole fairly satisfactory. The
total number of operations performed by them in the
Khalsa area during the triennium was 1,639,705 (537,941
