6. Total operations performed.—The following table

7. From the above it will be seen that the vaccination staff
(as distinct from others) actually performed 336,460 fewer vacci-
nations during this triennium than in the previous one. This
difference is made up of 223,760 primary and 112,700 revaccina-
tions and is remarked on rightly as very serious by Commissioners,
Deputy Commissioners and Civil Surgeons alike.

The decrease is most marked in primary vaccination and
suggests that the low birth-rate in 1920-21 may be responsible.
In the triennium under report there were actually 135,632 fewer
births, but this does not explain the above large decrease in
infant vaccinations as a difference of 88,128 remains unexplained.

It is clear that the birth-rate has had a great effect by pro-
viding fewer children, but other factors have also had a marked
effect. Of these, political agitation, diminished supervision by
Civil Surgeons and discontent of vaccinators arising from delayed
increase of. pay are clearly the causes. The effect of these latter
on revaccination is very pronounced.

8. Vaccination performed by the special staff.—
Statement No. I.—The total number of operations performed
by vaccinators during the triennium was 1,276,354, of which
1,129,194 were primary and 147,160 revaccinations (377,456
primary and 61,045 revaccinations in 1920-21, 364,660 and
45,319 in 1921-22 and 387,078 and 40,796 in 1922-23). As com-
pared with the operations performed during the previous triennium,
all districts show a decrease, the most marked being Bilaspur
(33,514), Seoni (29,773), Bhandara (29,339), Raipur (25,687),
