Civil Surgeons.

7. In the above table is exhibited the share of vaccination which has been done by
each class of operators. The number performed by the
Civil Surgeons remains almost the same for the last three
years. In 1882-83 it was 2,330; in 1883-84, 2,722; in 1884-85, 2,667; like last year
the figures would have been altogether insignificant but for the large proportion due to
the Civil Surgeons of Lakhimpur and Tezpur. Dr. Whitwell
did 1,560 cases, and Dr. Campbell 644. The remaining ten
Civil Surgeons are credited with less than an average of 50. The figures given in from
Silchar (a most important area), Shillong, Golághát, Sibságar, and Dhubri. are insufficient.
If only as a matter of instruction to subordinates both in the sadr station and on tours
of inspection, Civil Surgeons ought to do more.

Assistant-Surgeons.

8. At Nowgong Assistant-Surgeon Hari Charan
Sen was in medical charge, and vaccinated 235 times.

Hospital-Assistants.

9. 28 Hospital-Assistants have a total of 2,557 operations, and 2,301 successes;
average 91 and 82 per cent. Hospital-Assistant Dwarika
Nath Shome at Mangaldai is the best, with 390 and 356 suc-
cesses, and the Hospital-Assistants at North Lakhimpur, Shillong, Sibságar, and Balaganj
show good work.

Compounders.

10. Five compounders are employed, one at Kohima, three in Sylhet, and one in Cachar-
At Kohima, the compounder has done good work, with 728
operations and 706 successes. It is doubtful if this class can
be trusted either for sufficient vaccination or for reliable registers.

Native Inspectors.

11. The number of native inspectors has been increased from four to five. It ought
to have been six, as one was sanctioned for Darrang. They
inspect the work of subordinates, and instruct them rather
than operate. However, both at Nowgong and at Dhubri, with 701 and 589 respectively,
they seem to have taken a share of both. It is necessary to impress on each Civil Sur-
geon, who has a native inspector, that the appointment requires selection and judgment.
It is not meant as an honorarium for a worn out vaccinator or compounder, however
meritorious his services may have been in the past. The inspector should be full of
energy, honest, and reliable. This is not always the case; and it may confidently be expected
that a little trouble taken in the beginning to secure a good man will save a good deal of
trouble in the end. At Sylhet one of the native inspectors is the dispensary Hospital-
Assistant, himself a Municipal Commissioner; and I am at a loss to conceive how he can
properly fulfil all such duties.

Provincial vaccinators.

12. Next are 42 provincial or Government vaccinators who perform the great bulk
of the work. They have totalled 40,805 operations and
37,726, or 92.45 per cent., successes. It is unfortunately
