5. Eleven thousand four hundred and five successful vaccinations were
done by tea-garden agencies, all primary ones ; and 13,226
primary and 348 secondary ones were performed by
the dispensary establishments; including all these a grand
total is reached of 253,634 successful operations; this shows that during the last
working season 45.02 per 1,000 of the population were protected, as compared with
49.62 in 1897-98. The past quinquennial average is 40.62 ; but in previous reports the
number of vaccinations done by the dispensary establishments has for some reason or
other not been taken into account, and hence in the report for 1897, this average was
shown as 34.12; but it was in reality considerably higher.

Cost of the Vaccine Department.

6. Annual Statement No. II shows the cost of the Vaccine Department to have
been Rs. 22,197, against Rs. 22,345 in the previous year—
a small decrease, owing to the slightly smaller staff em-
ployed. The pay of the native supervising officers and the vaccinators amounted to
Rs 3,716 and Rs. 14,052, as against Rs. 3,847 and Rs. 14,531 in 1897-98. The
amount spent on travelling allowances rose from Rs. 2,974 to Rs. 3,539, while the con-
tingent expenses fell from Rs. 992 to Rs. 889. Of the total amount expended, the
Provincial Funds provided Rs. 8,923; Local Funds contributed Rs. 11,178; Municipalities
Rs. 910; and Rs. 1,185 were paid by the Manipur State. As 218,386 successful
vaccine operations were performed by the paid staff, the cost of each operation was
almost exactly the same as last year, viz.. 1 anna 7½ pie.

Work done by the dispensary
establishments.

7. Annual Statement No. III shows the details of the vaccination work done by
the dispensary establishments. This staff did 13,887 pri-
mary operations and 384 re-vaccinations, out of which
13,226 and 348, respectively, were reported as successful,
giving percentages of 95.24 and 90.63—figures much more likely to be correct than
those submitted by the paid and licensed operators. One-fourth were children under
the age of one year.

8. The subjoined Table No. I shows the work done on tea-gardens by their own
agencies, assisted in some cases by the provincial staff .
On the gardens 12,215 persons were vaccinated, and 11,405
successfully so, by the garden doctor Babus, and 1,478 by
the Government staff. Every single one of these 1,4/8 operations is reported to have
been successful; but as a considerable proportion must have been done on adults or
children who had been previously vaccinated, I regret that I do not believe these
returns to be correct. The total percentage of cases reported as successful is 94.08 :
