special report on it. I returned to Calcutta towards the close of December, and went out
again to thannahs Bishtoopore and Atcheepore to inspect vaccinations done since my last
visit there in November. At the beginning of January I inspected in thannahs Domjoor,
&c., in Howrah; then went back to Nuddea and thoroughly inspected in thannahs
Kaloopole, Allumdangah, Naoparrah, Dowlutpore, Kurreempore, Maharpore, Teyhutto, and
partially in thannahs Nakasheepara, Chapra, and Gangnee. I returned to Calcutta towards
the close of February and then went down to thannahs Dabeepore, Diamond Harbour and
Bankeepore and inspected the work there. From thence I returned to Calcutta, and in the
beginning of March started for Barrakhur to inspect in thannah Neamutpore and in the
adjoining district of Maunbhoom. I stopped there for a week and then came down to
Burdwan, and inspected in thannah Roynah. As Goghat was at that time very sickly I
regret I could not go there to inspect; but Deputy Superintendent, Baboo Jadub Chunder
Ghose, has been there and inspected. He came back with fever and has had four attacks
since, and is still convalescent. Though I avoided Goghat, yet I did not escape altogether ;
soon after my return to town I was laid up with a sharp attack of the Burdwan fever.

It will be seen from the above that the largest number was inspected between the 13th
and 16th day. I endeavored to see as many fresh cases as possible. The total number
inspected by me is 51,368 against 18,211 by Dr. Powell in the previous season. Of the
former 279 were inspected by Dr. Cayley in the beginning of October.

Excluding the 1,321 cases seen from the 1st to the 4th day, we have, number vacci-
nated 50,047; number of points 1,98,680; cases successful 49,964; points successful
1,98,358; percentage of successful cases 99.83 ; percentage of successful points 99.83.

Attitude of the peo-
ple

14. Attitude of the people—It will be remembered that one of the causes of the
meagre work in season 1871-72 was the hostile attitude of the people of Burdwan. I
cannot say that any very great change has come over the people in this respect; they
still look upon vaccination with distrust and suspicion, more especially as evil-minded
persons are not wanting to circulate false rumours of new taxes in connection with vacci-
nation. I was again and again interrogated ( in the course of my inspection ) whether it
was true that Government would levy one Rupee or even five Rupees for each vaccinated
child. When I assured them that Government contemplated nothing of the sort, they
seemed to become easy in their mind. From that time forth I made it a rule after finish-
ing my inspection at a place to announce to the people that they would not have to pay
any thing for vaccination.

Where the people have once seen the good effects of vaccination, there the opposition
is much less. They declare it is much better and far safer than the old operation of
inoculation. By the extension of Act IV (B C.) of 1865 into the five districts composing the
Metropolitan circles, opposition has become greatly disarmed, and reasonable persons
knowing that inoculation has been prohibited by law submit to vaccination. But there
is a certain number of people who are very unreasonable, and would not hear of any
