Most of the men were visited by the deputy superintendents to verify the registers
and inspect the work. The vaccination was of very good quality.

Character of vacci-
ation

18. Character of Vaccination.—The success of vaccinations performed by the metro-
politan circles has always been very great, their character and quality very good. The
ratio of percentage continues very high, viz 99. 73. This is due to the great care taken by
the vaccinators in the selection of good virus, and to the constant supervision by the deputy
superintendents and the superintendent. Perhaps the great secret of this all but perfection
lies in the fact of our using only one mode of propagating the vaccine disease ;—viz., direct
arm-to-arm vaccination. If lymph preserved in tubes, or what is worse, crusts had been
used, the percentage of success would never have been so high. I believe English lymph
given by Dr. Charles to the deputy superintendents for purposes of experiments signally
failed; not one case was successful. I happened to inspect a few such failures and had the
persons re-vaccinated with lymph from the arm in my presence.

On vaccination from crusts I have submitted two special reports ; so I need not touch
on that subject.

19. Behaviour of the establishment.—I cannot conclude this report without bearing
warm testimony to the good conduct of the whole establishment. I have already spoken
very highly of the three deputy superintendents. To them great credit is due for the
fortunate results of the past season. The season, as observed before, commences from
September and terminates in the beginning of April. So for above 7 months the vaccina-
tors have to remain out. They wander from place to place. They have to walk miles
after miles,—to content themselves with one meal a day—to put up with abuse and insult
