14. I was not informed of this movement in time to correct it without much loss of
valuable working time to the vaccinators, and when the party once began to work well
in this new thannah, it would not have been altogether good to have re-called them to
Munkah. Native superintendent Mukhun Lall has been warned that reduction or dis-
missal will be the consequence, if he does not attend to his instructions.

party.

Work went on steadily in Bareysar and in Burwa, the thannah south from it, till the
end of the season, and the numbers are—villages 180 ; cases 5,949 ; successful cases 5,494, or
94.15 per cent. Each man did on an average 991.5 cases during the season.

Elahi Bux's party

15. The party under native superintendent Elahi Bux was more fortunate than
the others. Leaving Baloomath in the end of December, they supplemented last season's
work in the north of Lohardugga thannah, where 17 villages were vaccinated; and went
southward to proceed to Korambe thannah, where 149 villages were vaccinated, and the
thannah overtaken by the middle of January. A move further south was then made into
Palkote thannah, and 309 villages were done before the end of March, when hot weather
set in during the last few days of the month. The town of Palkote is one of the late
Maharajah's seats. Some of his family and a number of Brahmins live there.

Work done.

With a little help from one of their head men the Brahmins were won over, and 78
of their children were vaccinated. Each vaccinator performed on an average 3,039.66 cases—
a large number. Of 18,238 cases done by the party, there were successful 17,837, or 99.62
per cent.

16. The vaccinators Wahid Ali and Zahoor Ali, the former favourably mentioned in
previous years, were placed in Ranchee thannah. In November work was begun in and
near Ranchee itself, where from changes in the population and from opposition, a consider-
able number of people remained unprotected. Many of the writer class, Kaisth's for
example, withstood all persuasion up to the end of the season, when they at last yielded.
I may here say that I find in all towns classes whom it is very difficult to persuade, and
we not seldom fail in getting them vaccinated, such are the Kaisths and Mahajans.

In the country again the Boystas say they never employed inoculators, and will not have
vaccination. The two vaccinators worked well in Ranchee thannah. The eastern side where
they were is very rugged and jungly, infested with tigers and robbers. (This is the ground
on which the two men who were detained from joining native superintendent Mahomed
Ishak's party had been attacked and robbed, but by the end of the season the thannah was
almost cleared).

These two men, however, committed two faults : they both omitted to return to the
office duplicates of the " forms" left in the villages, and Wahid Ali omitted, when vacci-
nating prisoners in the Ranchee Jail, to note the number of re-vaccinations, otherwise their
energy and behaviour have been excellent. The forms were got afterwards.

Inoculators.

17. Inoculators—During the past year only two inoculators have been convicted for
practising their fatal trade within this circle. They were apprehended in sub-division
Palamow, where they had been employed to vaccinate, having been furnished, I understand,
with a perwannah by the magistrate. I have reason to believe that these were not the only
offenders.

Instruction of inocu-
lators.

Twenty-eight ex-inoculators from Maunbhoom and the East, or fifteen more than last
year, have been under instruction during the season. They are usually unable to read or
write, and from most of them no returns will, in future, be had, unless they get assistance
from the better instructed among the villagers. It has always been the custom of these
men to come to Lohardugga during the working season, and depart in the beginning of the
hot weather. Seven of the new men went away after a short time dissatisfied with
having to wait till they had learnt to vaccinate, for they had no funds to carry on with.

18. Had a small sum been allowed for maintenance this might have been avoided.
In January five ex-inoculators were thought fit to be trusted to birts or beats, and they were
sent to Palkote, Beeroo Lodhma and Ranchee. These five did 3,224 cases, but the cases
were not inspected.

Each man was consulted as to the part of the country he wished to work in, and his name
marked for appointment to that place when he should be instructed.

19. I hope to be able to distribute a considerable number of trained vaccinators over
Lohardugga next season, and to instruct men for Toree and Palamow, at least, if they can
