but that there has been considerable fluctuation in every circle in the strength
of the subordinate working establishment, the causes of which are as follows:—
The increase of inspectors and paid vaccinators in the Calcutta Circle and
the decrease of inspectors and Government vaccinators in the Metropolitan
Circle in the same year are due to the amalgamation of the larger portion of the
Suburbs of Calcutta with the town of Calcutta from April 1889.
The fluctuation in the strength of the working establishment of the Ranchi
Circle is unimportant, and needs no explanation.
In the Darjeeling Circle the large increase of establishment in 1889-90 is
due to the amalgamation in that year of the Sonthal Pergunnahs Circle with the
Darjeeling Circle, which was made with the sanction of the Government of
Bengal with a view of better administration. A large extension of the licensed
system of vaccination in the Eastern Bengal Circle is the cause of the
decrease in that circle in 1889-90 in the number of Government vaccinators
and the increase in the number of Deputy Superintendents, inspectors, and
licensed vaccinators. An extension of the licensed system of vaccination also
explains the increase of inspectors and licensed vaccinators in the Orissa Circle
in 1889-90. In the Behar Circle the yearly increase noticeable under all heads
is due to the protection by Government agency of new areas, and to the gradual
extension of the licensed system of vaccination in those districts in which vac-
cination has been introduced by the Government agency.

4. The following table shows the total number of operations performed
in each of the past three years by the establishment
of vaccinators shown in the last column of the
statement on page 2 (which for facility of reference
is reproduced in this table) and the average number of operations performed
by each vaccinator:—

It will be seen that, whether exclusive or inclusive of municipal vaccin-
ation, the aggregate number of operations was less in 1889-90 than in 1888-89,
but more than in 1887-88. The falling off in 1889-90 was in the Metropolitan
and Eastern Bengal Circles, and is accounted for principally by a decrease of
establishment in those circles in 1889-90. In the Metropolitan Circle there was also
a decrease in area. The large increase in the number of operations performed in
the Calcutta and Darjeeling Circles in 1889-90 is due to the amalgamation of the
Suburbs with Calcutta and of the Sonthal Pergunnahs with the Darjeeling
Circle respectively. As regards the average number of vaccinations performed
by each man, it will be seen that although there is considerable variation in
individual circles in individual years, the total of the province, both exclusive
and inclusive of municipal vaccination, has been fairly constant during the
past three years.
