It will be seen that, while there has been an increase every year, especially in
1889-90, in the total number of successful secondary vaccinations, there was a
falling off in the total number of successful primary operations during the last
year of the triennial period under report compared with the second year of that
period. The decrease in the number of operations and consequently in the
number of successful operations, in 1889-90 is generally attributed to a paucity
of subjects in that year; but this, as far as primary vaccination at least is
concerned, is an excuse which cannot be accepted for the reasons explained in
paragraph 18 of this report. The annual increase noticeable in the number of
both primary and secondary vaccinations in municipalities is due to an increase
every year in the number of municipalities. In primary vaccination the rate of
success in municipalities, though not so good as in rural circles, is an approvable
