It would appear from these figures that the greatest number of successful
primary operations are performed among persons between one year and under
six years of age. The degree of protection afforded to infants under one year
is not more than 15 per cent., which is quite inadequate. Further remarks on
this subject will be found in paragraph 18.

The average expenditure on account of vaccination during the three years
1884—87 in rural areas amounted to Rs. 1,46,126-0-9, and in municipalities to
Rs. 11,288-14-2, and the average cost of each successful case was one anna and
eight pie and two annas and three pie respectively. There was thus in the
period under review a decrease of three pie in rural areas, and an increase of
five pie in municipalities, in the average cost of each successful operation. In
the total average cost of each successful operation, however, there is a reduction
of two pie during the period under review, the figures for 1884—87 and 1887—90
being one anna and eight pie and one anna and six pie respectively.

Towards the cost of vaccination in municipalities the following sums were
contributed from private sources during the three years 1887—90:—
