Recess-work.

9. During the recess, i.e., from the months of April to September, which
is otherwise known as the non-working season, the
following amount of work was done chiefly in con-
nection with local outbreaks of small-pox, and in order to keep a small quantity
of lymph alive in each district, so as to be prepared for emergencies—

Licensed Agency.—It will be seen that more operators did more work
during the year under report than in the previous year. A larger proportion
of the population was consequently protected, but the average number of
operations per man was less than in 1893-94. This is owing to the inclusion
with the regular operators of a larger number of licensed apprentices who do
less work than the regular men, which is also the cause of the average per
man being less than that of the District Board and Government agencies.

District Board and Agency.—Here also more men did more work, but the
record is much better than that of the licensed agency, for it will be seen that
there were only two more men in 1894-95, while the increase of work is more
than double that of the previous year, the average operations per man and
the proportion of the population protected being also very creditable.

Government Agency.—The decrease in the figures shown under this heading
is mainly due to the extension of the licensed system of vaccination in Dar-
bhanga, where most of the Government staff were hitherto employed. It is
true a new district, Angul, was created where the Government staff was
