4.Vaccination in Towns and Compulsory Areas.—During the triennial
period under review the Vaccination Acts were extended to Husainabad Union
in Palamau.

Statement VII shows the details of Municipal Vaccination from which
it appears that in Darbhanga, Monghyr, Chapra, Bhagalpur, Cuttack and
Hazaribagh, the work has been unsatisfactory.

5. Work done in the Native States under the supervision of the Political
Agent and Commissioner.

6.  Protection of infants.—During the year 1922-23, 1,081,900 children were
available for vaccination. Of the available children 331 per thousand were
successfully vaccinated against 396 per thousand of the previous year.

Protection of infants in Municipalities is shown separately in Statement
No. VII. The number of children available for vaccination was 30,006, of
this 452 per mille was successfully vaccinated against 593 per thousand, of
the previous year.

7.  Incidence and Mortality of Small-pox.—The death-rate from small-pox
during the year 1922-23 was .07 in the province against .14 of the previous
year and .32 the average of the last five years.

Patna Division.

The death-rate from small-pox in the district of Patna was .05 against
.46 of the previous year and .89 the
average of the last five years. The dis-
tricts of Gaya and Shahabad recorded a rate of .04 as compared with quin-
quennial rates of .40 and .23 respectively.

Tirhut Division.

All the districts of this division, recorded low rates as usual. The districts
of Champaran and Darbhanga recorded
a rate .06, while Saran and Muzaffarpur
returned the rates of .02 and .04 respectively.

Bhagalpur Division.

The mortality in the Bhagalpur division was .12 which was the same
as that of Orissa and higher than the
other divisions of the province. Of the
four districts of this division, Purnea recorded the highest rate (.24) followed
by Monghyr (.11). The districts of Santal Parganas and Bhagalpur recorded
rates of .01 and .09 respectively. The quinquennial rates of the districts of
Monghyr, Bhagalpur, Purnea and Santal Parganas were .17, .19, .66 and .20
respectively.

Orissa Division.

The mortality from small-pox in Orissa was higher than that of the other
divisions of the province excepting only
Bhagalpur Division. The district of
Balasore recorded the highest rate (.17) followed by Cuttack (.15) and Puri (.13)

Chota Nagpur Division.

The rate of mortality from small-pox in the Chota Nagpur Division was
.06 against .17 of the previous year and
.33 the average of the last five years. Of
the five districts of this division, the district of Singhbhum recorded the highest
rate (.18).

8. Prevention of Small-pox.—Civil Surgeons and Assistant Directors of
Public Health are unanimous in attributing the opposition to vaccination to be
concerned more with the age of the child than with the operation itself, and, in
view of the strong popular prejudice which exists against the vaccination of
